Pulsating lights

I have a customer who claims that only their pendant lights do this weird pulsating thing when their heat pump water heater comes on. Any ideas of what could cause this? It's the only lights in the house effected by this. I'm stumped.

I would post a video of it happening but I can't figure it out

I have that issue with my recessed lights . Cheap leds when my washer goes into a certain forward reverse cycle , I'm assuming the vfd is messing with the cheap leds
