Has anyone used pump column as a ground conductor?

There is little to no dirt in the area maybe 6 inches deep only solid lava rock.

Could drill a hole and cement the ground rod in place.
Don't know the resistance to ground of this arrangement.

What dirt there is is subject to drying out if ground conductor is laid horizontally.

Pump is set below sea level.

Water in the well water is connected to the ocean hydraulically. (will not go dry)

Water level drawdown is 1 foot with the pump running.

Pump is set under water 5.6 feet under water when pump is not running

Resistance to ground 12 ohms using the pump down in the water.

The pump is set 55 feet deep and there is no casing cemented in the ground.

In other words the pump is hanging in open air until it is submerged.

Need to run pump with the generator.

Need to ground motor 40 HP 460 volt and 125 KV generator to ground.
 
If you are referring to a well casing, take a look at 250.52 (A)(8). Make sure the pump motor is bonded to the supply source, listed drop cable will have an EGC.
The generator will need to have a system bonding jumper, this is far more important than using the well casing as a ground. If the motor shorts out, even with a "ground" to the well casing, without a system bonding jumper, someone can die.
