Pump Cord Requirements

I will try and explain as best I can, but here goes...One of the things our company does is motor repairs. I do not work on the pumps, but my boss came to me later with a cord issue. We had a pump come in that I believe was repaired and a new cord installed (not sure if it was repair or replace, but the cord is the issue). The pump is used for water drainage on one of the local HOAs. When the cord was replaced, an SOOW was installed where it had an STW originally. We see a lot of motor oil seeping into cordds over time and hardening them, so that was the reason for the SOOW cord. There was an inspection issue over the cord after some other electrical repairs were done on site by another EC. The EI said something about the rigidity of the cord not meeting standards. Apparently the EI backed off a little after a discussion with HOA about exactly wasn't meeting code. Maybe more info than necessary for a question about what is the difference between STW and SOOW that would cause a stir from an inspector. From what I read, the only difference is thermoset vs thermoplastic. Both are listed extra-hard usage. (I guess the cord was running accross the ground at the time trying to get rid of the diluge of rain we have been having, flooding their streets and yards.)
 
Drop from the Ceiling, put a threaded base plate on the floor, for a stand pipe.

It'll cures the snake on the floor and oilie amps...
