Can a NEMA 1 VFD enclosure be installed in a pump house? The enclosures is within 2 feet of above ground pump, and pump is in climate controlled environment not exposed to elements.

The type of enclosure to be used is mostly a design decision indoors. You have to make a judgement call about the environment the equipment will be found in. Dampness is not a good reason IMNSHO to require something beyond type 1 enclosures when inside. Most devices are not susceptible to high humidity. In any case you probably will need ventilation for the VFD enclosure which pretty much makes it type 1 anyway.
