I need to switch a pump motor (3ph 208v 9fla) on and off outside. I need this device off the shelf and 3R motor starters are expensive and need to be ordered. How important is it to install a device with overload heaters. Could I, in good conscience, install a simple 3 pole toggle switch?

if the motor has thermal protection then a motor rated switch would possibly work. the motor needs to have thermal protection either from heaters in a starter or built in
 
If all you want to do is turn it on and off manually, use a simple Manual Motor Starter, they are a lot less expensive than magnetic starters.

Each motor circuit needs the following:
  • Short Circuit Protective Device (fuses or breaker)
  • Running Overload Protection ("heaters")
  • Control / disconnect means (switch and/or contactor of some sort)
  • Lock-out mechanism (for safety).

The location and configuration of each components is extremely variable, but in one form or another they all need to be there.
