Purchased a 13W 2pin bulb to install in old bathroom heater-it blinks

I have a bathroom heater with light and fan that requires a 13W 2 pin bulb. I purchased one locally but after installing it the light blinks (Philips PL-C13W827/2p. What would the correct bulb for this 22 year old heater?

This is not something we can assist with via a forum. Check the manufactures instructions for recommended type lamp.
