push button lockouts questions

I have come across stop buttons with these lockout pins which is not in complience with company loto procedures, but they are still mounted to stop buttons through out the facility. Should 'nt these lockout devices be removed so employees don't use them which would give them a false sense of safety ?
Is there any written rule to the removal of these devices ? Most people might know they should not use them for loto but can think just this one time they might save some time by using the stop button lockout.

If there was that would also likely mean key operators would be outlawed as well.

They are not for Lockout/tagout, they are only to prevent unauthorized personel from using the machine.
