Pushmatic panel - buzzing noise

I went to give an estimate on some wiring upgrades last evening and noticed that their Pushmatic panel was making a buzzing noise. I immediately recommended a panel replacement. Not only would I have done so regardless (due to the panel being obsolete and difficult to add things to), but the buzzing concerns me as well. Does this indicate arcing happening in one of the breakers?

Not necessarily. Depends. Was it a ‘zzzzzzzz’ sound or ‘hmmmmm’? Not meant as a SA question. You could have a heavy load on one of the circuits and the wires can hum. A zzzz sound should be giving you that nice money smell. Use FOP testing across your breakers, check amp of circuits, look for loose connections.
 
It actually sounded more like 'zzzzz'. But I didn't give it much thought because the panel needs to go anyway, in order for me to do the actual work needed (kitchen wiring upgrades).
