Yes, Ameren has an hourly rate that I could get on. I looked at it a bit, but without having good data on my hourly usage, it hard to compare with a fixed rate. I did compare the 4.39 cent rate with the rates for last summer on the hourly plan and there were less than 20 days where the average hourly rate for a day exceeded the 4.39 cent rate, but last summer was not really a hot summer. Also, that is not a good comparison as it assumes I use the same amount of power each hour and that is not the case.

Are you saying that Ameren bumps up the rates randomly (hot days e.g.), or on a given, pre-determined schedule?
And go ahead and disregard all the charges that are itemized and add up to a much greater per kwh rate! Just add em all up! :) Even with your hydro you ain't paying 4 and a half cents!
