Who usually designs the layout of the PV array on a rooftop?... taking into account the required 6 feet pathway, the method of anchoring the array to the rooftop, and other considerations? is that something that's typically handled between the architect and PV vendor? Engineer and PV vendor? Or are all 3 parties involved?

I design rooftop PV for commercial projects, and I draw the layouts in AutoCAD from a scaled 2D projection of a 3D model in Scanifly. The model is built from about 200 photos taken by a drone flown to Scanifly's specifications.

Depends on the size of the project. Generally, a contractor designs it for residential projects, sometimes with a structural engineer review of the roof. For commercial projects, the AHJ usually requires an engineered design.
