I have a pv installation where the EC ran NM out of the electrical panel to a knife switch outside the building. He sleeved it in PVC on the exterior.
Can NM be sleeved in PVC at this application?

No.

The inside of exterior conduit is considered a wet location. NM is not permitted to be installed in wet locations.
