Longer answer: it might raise the temperatures of wire and cells by a very small amount which might affect performance and longevity, but I'm doubtful you'd be able to measure the effect outside of a laboratory. It is not a code violation.
When you saying 'the under side of the cells' I assume you mean the backfilm on the underside of the module. The actual cells inside the module should not be exposed.
