PVC Bushing Requirements

Looking to find the correct code reference for the following situation.

Buried 3" PVC conduit entering into the open base of a utility transformer (conduit extends 4" above grade) each conduit is carrying 3 500mcm AL and terminating directly above.

I am inclined to put a connector and a bushing on the conduit exiting the earth regardless but is there a spot in the code that highlights this situation?

There are also adapters designed for this purpose which would meet the 352.46 requirements.
