PVC conduit in metro station

Will standard PVC sch 40, will be an acceptable wiring method in an above the ground metro station, I think it is not acceptable, but I need specific literature to support my point. Can anybody help me?
 
If it qualifies as a place of assembly covered by NEC Article 518, the permitted wiring methods are:
518.4(A) General.
The wiring method shall qualify as an equipment grounding conductor in accordance with 250.118 or shall contain an equipment grounding conductor sized in accordance with Table 250.122, and shall be any of the following:
  • (1) Metal raceways
  • (2) Flexible metal raceways
  • (3) Nonmetallic raceways encased in not less than 50 mm (2 in.) of concrete
  • (4) Type MI, Type MC, or Type AC cable
 
Check with the AHJ. Heard that in New,York City you are not allowed PVC conduit in commercial buildings. Years ago we had a HVAC contractor failed inspection be cause he used 1" PVC for dri s on ceiling mounted large HVAC units in a refrigerated warehouse. We never used PVC conduit indoors. The toxic fumes it produces in a fire was the reason. I wired up a mansion years ago where they would only allow the plumber to use PVC drain pipe was thru the roof. EMT was always cheaper then schedule 40 PVC conduit.
