PVC Conduit installed on concrete roof decking

I'm trying to get some clarity on a engineer's specified install method. We are being told to install PVC conduit on the pre-cast roof deck of a building that will be covered with insulation and roofing materials. I don't see this as a problem with reference to 300.4 (E) since it is not under a metal decking. The exception is given if it's in rigid or IMC but that will blow my price way out there. Thoughts?

If you look at the IN for 300.4(E) it addresses the possibility that a roofer may drive one of those monster screws through the metal decking and into the raceway underneath. This section only applies to the corrugated metal sheet roof decking.
