pvc conduiting above false cieling

My understanding was for areas which are out of reach of immediate mechanical damage, like above a false ceiling, PVC conduits may be used. But after reading the article (quoting the NEC 300,352)
"Wiring Methods - How changes to Art. 300 in the 2011 Code affect wiring"
, I understand that non metallic conduits can't be installed in such areas (if the space/cieling void is used additionally AS PLENUM). My question is if we provide SUPPLY and RETURN air DUCTED (so that air above VOID doesn't return to the HVAC machine), can we continue to use PVC conduit?
 
300.22( C ) (1) does not list non metallic conduit as a wiring method -- If the drop ceiling is not used for return air it would not be considered a plenum
