PVC conduits through footing?

What's the easiest (best) way to get conduits from an outdoor meter center to interior tenant panels on a shell building? They're only 2" conduits, do I have to go under the footings?

I appreciate any feedback.

Some times it depends on the engineer. We just had one where he wouldn't let a 4" come up in the wall because it displaced to much concrete.

Going through the footing sometimes has the same effect, especially if you bundle them, I would suggest going under if you can.
