Aside from the code violation and from a practical point of view, if you're using "seal-tight" it has a metal core which needs to be properly grounded. If you use the proper seal-tight connector, the metal piece that threads into the core is designed to complete the grounding system when it comes in contact with the other part of the connector. Whereas, using the PVC connector won't accomplish that. If you're using Carlon flexible PVC, while it doesn't have a metal core, the proper connector threads into the end and secures the fitting to the flex and won't come apart. Using a PVC connector on this might not last if it's bumped or reconnected after replacing a pool motor.
Now, on the subject of pool guys doing electrical work, this was obviously an installation that was not inspected. If it was, the way I see it is that you have 2 choices : 1) issue a license to the pool guys so that they can do electrical work for pools or 2) report the incident to the building dept. and have them fined for doing the work. From my point of view, I worked hard to get my license and even harder to maintain it. Having someone out there doing shoddy work and undermining our area of expertise is unacceptable.
