PVC expansion fitting

I am putting a sub-panel in a non-heated outbuilding. I have 2" PVC embedded in the foundation wall emerging through the sill plate straight up approximately 24" into the bottom of the panel. Does code require an expansion fitting?

If you have 2"PVC embedded in the concrete foundation wall emerging through the sill plate on the interior of the outbuilding with only 24 inches of PVC exposed until you enter the panel you should be fine without an expansion fitting.
 
Whereas, if it were coming up through a sleeve or large hole in the foundation and sill plate and the horizontal run of the pipe were below the frost line, you might need an expansion joint.

You just have to look at where the expansion and relative motion might be taking place.

I don't see a need for it in this case.
