The ones I have seen might not work. How ever if they are listed by the manufacture, suitable to be encased in concrete then yes.
Is the part that allows for movement sealed, so as to not get concrete all over it.

I installed the part that moves between the 2 bent plates where there is no concrete.

With both parts of the expansion fitting poured in the concrete how would the fitting do its job?

You may not be using an off the shelf PVC expansion fitting, the proper expansion fitting should be described on the plans, contact the engineer on the project, and ask for a detail of the fitting.
