pvc in a POA...

On a job where we are the 3rd electrician to do work. (tells you where this one is going, huh?). Have a church where previous EC stubbed up a bunch of Pvc in the slab which are in a fire rated wall in a place of assembly. The way I read 518.4(A) this is a no go. Am I missing something? Besides encasing in concrete is there anything else that allows pvc in a fire rated wall in a POA???

C1 may clear you but so many install issues come to mind.
Did you ask the AHJ about local issues
Is the wall in the right place? Are the stubs?
How many pipes, 3 or 4, or 34?
How deep do they go before the elbow?
Can you just chip it down, change it over and be done with it?

Did you read 518.4(C)(1)
(C) Spaces with Finish Rating. Electrical nonmetallic
tubing and rigid nonmetallic conduit shall be permitted to
be installed in club rooms, conference and meeting rooms
in hotels or motels, courtrooms, dining facilities, restaurants,
mortuary chapels, museums, libraries, and places of
religious worship where the following apply:
(1) The electrical nonmetallic tubing or rigid nonmetallic
conduit is installed concealed within walls, floors,
and ceilings where the walls, floors, and ceilings
provide a thermal barrier of material that has at least
a 15-minute finish rating as identified in listings of
fire-rated assemblies.
