PVC Mast?

Hi, I have a pedestal mounted panel board construction, 400 amp dual meter panel installation. Against a customer-owned pole. See photo. Everywhere around here I see people use a PVC mast, properly and thoroughly strapped to the pole.
The PG&E Greenbook seems to allow it.
Page 7 clearly shows a mast, and references PVC being OK in the table on the next page. https://www.pge.com/assets/pge/docs/account/service-requests/065374.pdf

The mast of course won't be supporting any wires, PG&E will attach the wires to the wood pole, and therefore there will be no weight on the mast. Maybe I'm not using the term "mast" properly, given it's not sticking out above a roof like a standard service entrance on most homes.

What are your thoughts according to the NEC?

I think its done all the time. It is just a sleeve. What is at the top -- a gooseneck or just an open pipe with an end bell?

I have this in my yard, but the conduit continues underground and doesn't terminate in an enclosure like yours.

Very common to use PVC. Works well
As the expansion is not constrained between two points. Use straps that allow for movement.
