PVC pipe in concrete

We are installing a 2000 amp service in New York can we install PVC in concrete from the service end box to the trans s switches

I'm not familiar with any NY ammendments, so based on the NEC only, there is nothing which prohibits such an installation... on the surface. I have to assume there is some reason why you are even considering encasing the PVC with concrete... which you did not divulge. Also, your terminology is not standard Code language or common trade slang, so we can only speculate as to what is meant.
