PVC schedule 40, 80 conduit run

Can we run PVC schedule-40 or 80 conduits from underground up through slab and to panel inside the bldg?

Yes, as long as it complies with 352.10 and 352.12.
352.12 (C) Use not permit - Physical Damage. Where subject to physical damage unless identified for such use.

Can this be the case when the conduits go through concrete slab?

depends On the area it’s coming up at i. If your panel is right above it then 40 would be fine cause if 80 required, I would be more worried about the panel.
Please explain second part... cause if 80 required, I would be more worried about the panel.

If you inspector comes out and says we’ll you need 80 there cause of “ physical damage” then your panels are also subject to physical damage and you will need some form of barrier to stop things from hitting your panel,
Then when your barriers are up you no longer need 80!

I can’t site a code reference off my head for if a panel needs barricades from physical damage, just common sense

Physical damage is a judgemental thing, though NEC seems to think anything emerging from the earth outdoors requires at least a jump from sch 40 to sch 80 with no other justification mentioned. I would say maybe 80- 90% of the time that is probably still a good idea though.

Indoors, there is wide variety of what may or may not cause it to be subject to different level of potential damage though.

Inside dwellings particularly the "living spaces" that risk is often pretty low, office spaces and similar often low. retail space - can vary a lot. small store that only has hand trucks and carts to move material around - maybe low risk, if they use powered fork lifts, pallet jacks, etc. the risk goes up. Industrial can have big variety of risk depending on normal use of a particular space as well.
