PVC Slip Fittings

I have built a 200 amp 120/240v service to feed 3 new EV Car Chargers. The inspection is through the State of OHIO. I was turned down due to not having pvc slip fittings on my underground and have never in my life been required to install. What is the code reference that requires slip fittings in a commercial setting? The 2nd thing he turned me down for is not have burial tape in my trench above my pvc. i can see it requiring tape if it was 480v at which point i would have buried it in concrete anyway, Is there a code reference for this as well?
 
300.5(d)

3) Service Conductors. Underground service conductors
that are not encased in concrete and that are buried 450 mm
(18 in.) or more below grade shall have their location identified
by a warning ribbon that is placed in the trench at least
300 mm (12 in.) above the underground installation.
 
Tape is not required for conduit. I believe that the "slip fitting" is an expansion fitting.
 
Since you asked for a code section here it is:
300.5(J) Earth Movement. Where direct-buried conductors, raceways, or cables are subject to movement by settlement or frost,
direct-buried conductors, raceways, or cables shall be arranged so as to prevent damage to the enclosed conductors or to equipment connected to the raceways.
Informational Note: This section recognizes “S” loops in under ground direct burial cables and conductors to raceway transitions, expansion fittings in raceway risers to fixed equipment, and, generally, the provision of flexible connections to equipment subject to settlement or frost heaves.

I just caught that. I can see how that can be read. There are service conductors underground even when they are in conduit. Why would they exempt concrete and not exempt conduit. I think if the intent is to exempt conduit then it is poorly written

It says what it says which does not include raceways, I didn't write it. :)
 
And what I am saying is that it can be taken 2 ways... It doesn't really say what it says if there are 2 interpretations.
You lost me on the interpretation part because there is nothing to interpret, it's clear under the heading of that section that raceways are not included.

300.5(D) Protection from Damage. Direct-buried conductors and cables shall be protected from damage in accordance with
300.5(D)(1) through (D)(4).
 
They didn’t exempt service conductors in a conduit, thus a marker tape is required.

That's not what that section 300.5(D)(3) says. (D)(3) is part of "in accordance with 300.5(D)(1) through (D)(4)." It falls under 300.5(D) which does not include raceways.

Rob I tend to agree with your interpretation however I don't think it is as clear as you think. Obviously, I read it differently as well as others so....
 
By your interpretation it seems to be saying that USE conductors can be embedded in concrete-- that does not seem correct but....I may be wrong there also.
 
I think that we agree that the section in question is 300.5(D)(3).

300.5(D)(3) falls under 300.5(D). 300.5(D) states directly that it applies to `Direct-buried conductors and
cables
. Whether or not that's a mistake I don't know but that it what is says.
