PVC TA's With sealing locknut AND bushing?

I am currently working on a job where we are running both 2" and 3" PVC conduit. For the shorter sections (above ground) going inbetween the gear we have run into a small issue. Since we are using wire that is larger than #4awg the code requires a bushing, also being that we are entering the side of a 3R enclosure we are required to use a sealing locknut. The trouble here is that the 3" sealing locknuts are to thick and do not allow room for a bushing onced installed (on a PVC TA ). Maybe I have misinterpreted the code, or am missing the obvious answer, but can any body offer any advice or help? Thank you in advance!
 
You don't need a sealing locknut if you are entering the cabinet below the busbars. I am not sure what to do with the bushing other than to glue it to the locknut if the sealing locknut is needed.
 
I run into this a lot on 3 and 4" pvc, the threads are sometimes too shallow to get both on there. Usually loctite super glue works pretty well. Otherwise I make sure no conductors are resting on the lip of the TA and just put the bushing on as best I can.
