I second that (third I guess),

Can you have explosive mixture of combustible dusts underground?
In some mining applications, but that's subject to a different set of rules. It isn't covered directly by the NEC. There are some applicable MSHA and NFPA mining standards.

As a GENERAL rule, below grade installations are not classified. There are some special specific Class I applications, such as 514.8, that treat below grade "as if" it were classified.

If it ever becomes exposed it will be.
I was half expecting petersonra to ask the next question.

Then it would no longer be underground, would it? (Possibly below grade, but that's different)

OR

Under what standard operating conditions would it be underground and then become exposed?

These aren't capricious questions. As I mentioned earlier, buried raceways that are otherwise compliant with Section 300.5 are not generally considered to be in a classified location.
