Q deck

Looking at a 100a sub panel replacement job. Big steel Q-deck, supported by massive I-beams, & corrugated deck inside the building. The I beams are supported by cement piers. So the I beams do not go into the earth at all.
This is a totally separate structure with a 4 wire feed from the main building.
Plastic water service.

Am I correct with the following:
Main breaker panel.
2 ground rods, spaced 8' apart.
Q-deck must be bonded to a ground rod.

Anything I'm missing relating to bonding ??
 
The I beams do NOT go vertical. Only horizontal, sitting on concrete piers.
the footings all have rebar, with no electrical bonding what so ever. I just spoke to the GC.
 
Since there is rebar in the footings you're required to use a CEE so you won't need the ground rods.
 
But the concrete encased rebar is just that. Not attached to anything else, and the concrete work is done, and over with. Rebar is not bonded, or connected to anything what so ever.. The cement sub is gone months ago. and the rebar is certainly not attached to any I-beam. The lowest I beam is 8 feet above the basement slab.
 
Not sure how they do it your area but around here you'll need to break out the chopping gun and install the CEE as required by the NEC. I know that this is a common problem because often the sparky doesn't arrive until long after the footings are poured.
 
That about says it all. You would think the GC & cement man know this......
However.. the AHJ issues building permits based on a "renovation", and only allows 49% of the structure to be rebuilt. So it's not really a new structure, or even new construction. Therefore, an electrical upgrade isn't even required.. but it's being done after the fact.

One of those buildings where they keep 2 or 3 old walls, and build around it. Making an abomination out of it.

Well in that case you might get away without using the CEE. Only the AHJ can tell you that.
