Q120DF override???

I ran into an odd situation Friday. I don't do dwelling units so the only things I know about dual function AFCI/GFCI breakers is what I read here and hear around the shop.
Went to a large facility that makes computers for the likes of Northrup Grumman and Lockheed Martin. Very cool, there to wire new CNC.
They asked me to look at a situation where breakers for the cafeteria are tripping. I find a Seimens type P panel board with 22 Q120DF breakers. Thats odd at best.
Pull cover and dead front to find many of the branch circuit neutrals landed on the neutral bus and the coiled whites from the breakers capped off.

So my question is, will these breakers operate as regular thermo/mag's with the neutrals capped?

That's a good question I always assumed the neutrals was just for the afci and/or gfci and had nothing to do with overcurrent protective.
 
Actual B120DF's. Kind of hard to get a Q120DF into a type P panelboard.:ROFLMAO:

Should add that they were passing current to the receptacles.
 
I know you can bypass the load neutral on a BL120GFI and the breaker will continue to work without tripping.

Pretty sure the Siemens AF breakers don’t require a load neutral landed on the breaker to function.

Possibly these DF breakers are working as AF only. Or not working as intended at all.

The line neutral would also need be left disconnected or the breaker would trip as soon as a load was connected.
 
Does a cafeteria qualify as a kitchen? If so is GFCI protection required for any of the circuits?
