Question 10/15 Air over motor

We do some agricultural work and have come across more 15 hp single phase motors. Recently a customer put in a axial fan that had a name plate rating of 10/15 Air over horsepower and 44/55 FLC.

I am assuming that the air over means you get a greater horsepower rating because of air passing over the motor cooling it similar to compressor motor being bathed in coolant. I am curious if I am correct on this?

Also do you size your overcurrent protection and wire off the name plate rating since there is no 15 hp column in 430.248?
