Question about 450.3(C)

The nomenclature of 450.3 (C) is confusing me. Voltage transformers, as per 450.3 (C). Are not all the standard dry type 480 v delta primary to 208v/120v secondary transformers "voltage transformers", or is this referring to some other type, such as control wiring step down transformers?.

Voltage transformers or "PT's" are usually considered instrument transformers and they step voltages down to a level compatible with instruments. They are for measurements, not for power.

They are not your standard 480 to 120/208 transformer.
