Question about a high/wild leg...

Got a call from a scrapyard today, having issues with the lighting. It seems their joat "electrician" decided he could tap the MH ballasts to 208 and run the wild leg and a neutral to it. It didn't work well (go figure). Got their lights up and going after re-arranging a few breakers, then they mentioned to me that at times the power at the facility will go down, usually after hours when the lights try to come on. I don't think the lights have anything to do with that, but I do know that wiring up a wild leg in such a way can wreck havoc with the primary. Can anyone explain how/why it has such an affect on the primary? Thanks

When the power goes down, what happens? Does the main trip, or is it an outage from the utility, or a voltage sag? I'm not aware of any implications on the primary from hooking up a load to the wild leg.
