question about box fill

If i have a two gane box (lets say for switches). If i pigtail the hots off with two hot legs instead of leaving out one wire for two switches will those two wires count as two conductors for box fill? (14 gage wire)
so if i had 5 14gage conductors and i pigtail off my hot for two switches and i have two switch legs one hot and one switch leg on one switch
 
You tell me:

Under the '08:
(1) Conductor Fill.
Each conductor that originates outside the box and terminates or is spliced within the box shall be counted once, and each conductor that passes through the box without splice or termination shall be counted once.
Each loop or coil of unbroken conductor not less than twice the minimum length required for free conductors in 300.14 shall be counted twice. The conductor fill shall be calculated using Table 314.16(B). A conductor, no part of which leaves the box, shall not be counted.

Under the '05:
