Question about NEMA 4X box installed within an in-ground box

Hello, there is an underground grinder pump installed below grade. It has factory wiring with 2 plugs (pump power and pump float) that piggyback eachother and plug into a receptacle, as well as a cord for the alarm wiring. The pump is well below grade and there is an access riser installed onto the housing. The manufacturer has an accessory kit with a nema4x box that has a receptacle for the piggy back and terminal strip for the alarm, a 2in TA on the nema 4x box, and a special watertight 2in TA for the housing in the event that the box is installed outside the riser. I believe the box TA has some kind of waterproofing aspect to it as well. Per the manufacturer there is the option to mount the box within the access housing, but the owner is insisting it be installed outside.

I suggested installing it on the exterior building wall 4 feet away, but the owner also does not want that due to asthetics. This is a new building under construction but the pump was an unforseen addition 2/3rd way through the job for their sewer riser. Time and material change order on my end. They are wanting the nema 4x box to be set inside of an in-ground utility box(quazite or similar), flush on grade next to the access housing. If we were to install it like that, I am assuming the nema 4x box would have to actually be mounted to something, as opposed to just sitting in the box correct? Has anyone dealt with a similar situation of having a nema 4x equipment box installed within an in-ground utility box? Would that affect the accessibilty of the cord and plug? I have a belle box mounted to the wall with a switch that will serve as the disconnecting means for the pump.

Im not trying to re invent the wheel here but also trying to see how feasible or difficult the owners idea may be. I'm probably just overthinking it, but I dont want to go overboard if I dont have to/may be able to talk the owner into the wall mount. Anyways I figured I'd ask from the wealth of knowledge this forum provides. Thank you for your consideration and/or advice.
