Question about requring disconnect where service passes through a wall

I am upgrading a service to add a common panel in a multi family unit. House has an underground feed and all meters have to be moved outside. I was going to go from tee box, up and out through sill plate, into meter socket and back through into panels. Inspector informed me that I have to install a disconnect before going through sill plate to outside. I cannot find this in code book. A little guidance is needed.
 
I am not following the install but assuming no local amendments then the disco must be located as near as possible to the point of entry of the service conductors. I don't believe you can enter the building and then leave again without a disco-- this sounds like what you have
 
Are you just trying to add a house meter? Around here the POCO will allow you to add the house meter in the basement if that is where the other meters are. Not that easy sometimes but if there is a trough you might be able to do that. I was told years ago that they like the meters outside so they can disconnect someone who doesn't pay, but the new meters they have now allow them to shut you off from the office. On overhead services I have also done house meters with a parallel service to the house meter, inside or outside wherever the other meters are.
