Question for Florida Contractor/Electrician

I fully understand the answer may differ from jurisdiction to jurisdiction but do any of you Fl guys have input as to how the inspectors address an above ground pool with a 48" water level ?
I have a relative in Largo installing one and I advised him that in our jurisdiction,. the >42" of water makes it a "permanently installed poor" but I was unsure in FL.
(from what I understand it was supplied with a "storable pool pump")

42" is the deciding factor. Florida has done away with "Local Amendments" except I believe for "Dade and Broward" Counties. They are in a different country.
