Question For Inspectors, FIRE PUMPS

Fire Pump House that has a UL listing on it , It's my first to see, question inside it has everything prewired, but what puzzles me is that it has EMT ran between the controller and the fire pump motor and from controller to jockey-pump motor, according to NEC 2002 it's not a recognized wiring method. Also It's my under- standing that the Service , overcurrent protected device must be rated at the Lock-Rotor current of these 2 motors + the full load current of the other equipment.
