The NJ Electrical amendments start on P.46. Not sure if the generator disconnect is one of them.

If it's a stationary generator there is a main circuit breaker on the face of the control panel. Doesn't that count as a disconnect means ? If it's a portable generator I would think that the cord and plug is a sufficient disconnect means. Not sure about your question or where you got this info from.
