Question on 120/208 4-wire electrical panel???

I have an electrical panel fed with four conductors (Black, Red, Blue, and White). I have 120V from any three of the hots to neutral, and I have 208V between any two of the three hots. My question is, can any 120V load whether it be receptacles, lighting, etc. be used with any of the three hots to neutral? Black/white, Red/white, or Blue/white. And, can all three hots (BLK, RED, BLUE) be ran with one shared neutral?

Also, I have a machine going in that has as the spec rating, 30 amps 220 volts. I called the manufacturer and they said that 208 volt is fine for the machine which can operate on a voltage range of 208-240. Does this sound right?

Yes

As long as it is one of each phase A, B, C & N.

Yes, but you must comply with 210.4 if you share the neutral

Yes, and just to add, use any two lines, no neutral.
