Question on 320 Amp Meter feeding house and external garage

Good afternoon. I currently have 2 separate meter bases. One at my house and one at my external garage and want to upgrade to a 320 amp service with a meter base with dual load lugs. I plan to install the new meter base at my house and runs feeds to my garage 100 feet away which has a 200 amp internal breakered load center and install second set to my 200 amp internal breakered house load center. Is it legal to have the feeds going to the garage from the meter not be fused until it gets to the garage internal breakered load center? So the 100 foot main feeds from meter base to garage will not be breakered until it hits the garage load center. If there is an issue with the underground garage main feeds there it is not breakered from the meter to garage. Thanks for the help.
