Question on Article 506

The IAEI publication, "Hazardous Locations", which is based on the 2005 NEC, states on pages 113 and 114 that the NEC does not recognize any Zone system protection techniques for dust or fibers or flyings.

On page 30 of the same publication it states that Article 506 is incomplete in some areas; such as, there are no protection techniques offered.

Can someone please tell me where the author is getting this information.

The Scope of Article 506 seems to contradict the statement that the NEC does not recognize the Zone system as an alternative to Articles 502 and 503.
Section 506.8 seems to contradict the statement that there are no protection techniques offered.

I'm not familiar with the IAEI publication. The fact that combustible metallic dusts (Group E in the Division system) are not covered by Article 506, may have lead to the conclusion that the Article is incomplete.

IAEI's Donnie Cook chairs CMP14; he may be able to shed some light on the other issues.
