Question on equipment ground for pool light

2011 NEC 680.23 F (2) Equipment Grounding

Is this section stating the equipment ground from the panel to the deck box for a pool light has to be unbroken unless meeting the exception's (b) , if you installed your branch circuit from the panel in lets say m/c cable to the pool light switch then in conduit to the deck box with only a splice at the switch box is this the only legal way. I really don't see where the splice in the deck box would be legal and this would rule out a junction box with a splice between the panel and switch or after the switch.

IMO, that is a compliant install if the conduit from the deck box goes to the switch for the pool light
