Question on Nipple Length, and 60% Rule

At what point is the length of a nipple not calculated under the 60% fill allowance? 24 inches or more? Where is this cited in the NEC?

Also -

Does a straight section of conduit count as a nipple?

For instance, if it was going from a wireway to a disconnect, let's say a 20" piece of EMT, do the conductors in the conduit fall under the 60% allowance?

Yes, it could be 24" or less of any type of conduit or tubing.
