Talked to owner today about lights. The service provider came out, took off the meter, checked all connections, and checked everythign on his end. He says it was all fine. Now I'm completely at a loss. The problem only happens when moe than one burner is on on the stove, but they are completely different circuits. I can't figure this out.

Something somewhere is loose you can bet that.Be it a load side wire or a panel connection I would venture to say that it is on the load side .The neutral is out of the pic since it happens when a 1/2 load is applied on the stove.
Me I would check voltage and amperage at the connection point to the range before going anywhere else.5 will get you 50 that it is in the range wiring.

Wiring ot the range doesn't go anywhere else. It's on it's own 50 amp breaker, and connects to nohting else in the house.

Everything is copper, no aluminum. Bets I can fiure is there maybe unbalanced loads between phases, but I can't see the amount of amps being drawn any any one point of time being so great as to cause this problem.
