Question on Table 220.55

Under Column B of Table 220.55 (2005 NEC), it says (3-1/2 kW to 8-1/2 kW) Does this mean 3-1/2 kW up to, but not including, 8-1/2 kW or does it mean 3-1/2 up to, and including, 8-1/2 kW.

My column "B" of table 220.55 implies 3 1/2kw to, and including 8 3/4kw rating.

I agree. The heading of Column A clearly says "less than 3.5 kW." So Column B must start at 3.5 kW. Note 2 below the table starts out with "over 8.75 kW." So I infer that the numbers in the heading of Column B are inclusive.
