question re: 110.26(A)(2) width of working space

If I have a 36" wall in an electrical room, can I place two panels side by side?

My reading of the code says yes, but exhibit 110.15 in the 2014 handbook seems to indicate the 30" requirement from the edge of one panel to the center of the next?

Yes, you would need a minimum of 30" of width or the width of the equipment if great than 30".

You are correct. The handbook illustration is showing that workspaces for two panels can overlap.
