A switchboard close by feeds a main-lug only (No Main) panel. Can this panel have more than 6 breakers or it has to have a main breaker according to article 225.33 (A)?
 
You say the switchboard is close by, is this panel in a detached structure from where the switchboard is located?

Is there OCP on the feeder that feeds the panel?
 
there is no minimum distance. Do the structures share common structural members such as framing, a roof, or similar? If not, it is a separate/detached building.

To iterate what you said if the panels are in the same building but different rooms, article 225.33(A) does not apply. If the panels are outside but on different equipment pad, article 225.33 (A) applies.

Please advise.

If panels are inside one building, article 225 does not apply and ggunns post does.

If your panels are located in/at two different structures ( see NEC definition in article 100), then article 225 does.
