Question regarding ground bonding rebar for a concrete slab???

Can someone refer me to the correct info or shed some light on the following situation? A new concrete pad that will have pool equipment on it is being installed at an existing residence here in California. I've been told that the rebar needs to be bonded and any info and details on this would be very much appreciated. Please let me know if more detailed info is needed? I assume the bonding terminal needs to be accessible and not within the concrete? Also, do I need to install a ground rod for this situation? It is located near a sub panel but the main service panel is far away. Does it need to be continuous, etc.? I've never run into this situation before, and any help would be greatly appreciated. Also, is there a minimum size for the bonding electrode? Thanks!
