Question regarding intersystem bonding with cable co.

I am having power issues in regards to swell and flicker. Causing t3 timeouts. Data loss. And premature device burnout. The utility company has blamed the issue on the cable companies intersystem bonding terminal that is clamped to my electric meter. No foreign voltage has been detected. And all outlets pass inspection. as far as I know this is NEC code. Any thoughts. Is there a device I can purchase that can measure And log any internal power surges. I could probably just use a voltage meter however the issue is intermittent
 
They do make a meter that you leave on. It measures and records for intermittent surges. Not sure what it's called.

Do you live in a neighborhood? If so the neighbors could be using the water line as a grounding electrode, (as required). So if they lost their utility ground strange things could happen.
