Is a pull free cable system required for a permanently mounted EVSE device per NEC 625.19 or is the de-energization of cable due to strain only required for portable EVSE equipment? Nec 625.19 seems to conflict with NEC 625.13 that states "All other electric vehicle supply equipment shall be permanently connected and fastened in place."
